WSP installed feature not showing in site collection feature to activate

I have downloaded a WSP for moss 2007. it's the toolbarmanager.wsp which allows you to hide the new, actions,upload buttons in a document library.

I have installed and deployed with stsadm.exe and in the admin console it says it's deployed, not globally, but to a specific web application, and in my case it's our main site.

I've done an IIS Reset but it doesn't appear under the site collection fetaures, under the main site settings.

Any reason why this WSP isn't showing? Any way to activate it from the command line.
