SharePoint Server 2019 - Who can add/remove hold status of selected item?

If e-Discovery feature is configured in SharePoint Farm, then how following works:

1. Do I require to configure anything at site collection level where I want to add/remove "Hold Status" of selected document? If yes, what are those actions?
2. Who can add/remove hold status of selected item?
