SharePoint Configuration wizard failed with ERROR:SPManager.Initialize failed ,Exception: The process cannot access the file because it is being used by another process

Hi All

We are unable to complete configuration wizard with one of the web front end server. for rest of the severs it is fine. Please find the below log.
