Newbie query - site and site collection features?

Hi All

Ive created a new site but when clicking on Site Actions \ Site Settings, I dont see options for 'Site collection features'.  I need this to be working to allow me to add in SCOM Webparts.

Also when I go to Central Administration \ Application Management \ View All Site Collections, I dont see an entry here for my new site...although not sure I should??

I have full SharePoint 2012 rights, and have also given myself 'Site Collection Admin' rights.

Any pointers much appreciated.
