Port Number 9355 specified for HTTPS port is blocked

I am trying to install Workflow Manager on my SharePoint Server 2013 On-Prem and it throws in the following error:

Port Number 9355 specified for HTTPS port is blocked 

I have checked the Inbound firewall ports and this port (9355) is open for HTTPS

Anything I missed
