Sharepoint Port 80 login issue on IIS (Urgent Help) Cant Create site in Sharepoint 2013

Hi Sir,
We are not able to access SharePoint 2013 Web Service.

http://localhost:80

I am able to login on above link but doesnt open the sharepoint site section.

I am able to acces all the sites, lists under "Sharepoint Central Administration v4" , but when i am trying to access any web service for port 80, it doesnt work.

I also added ports in windows firewall Inbound rule.. and eve though I put it in off mode. But same issue "The webpage cannot be found"

Please revert ASAP.
