Script error on page load causes navigation to not load (sposuitenav.js)

We are rolling out SharePoint 2013 online (cloud). Unfortunately, we have users who are getting an error when ever they go to a sharepoint page in IE (version 8 is our current standard version).  I'm going to try and give as much info as possible, but here is the short description first:

Short description: Some users (both on XP and Win 7) with IE 8 (8.0.6001 on xp and 8.0.7601 on Win7) get an error that causes the suite navigation (Navigation elements like SkyDrive and Sites in the blue bar at the top) to not load.

Error (this one from an xp machine, but its similar on win7)

User Agent: Mozilla/4.0 (compatible; MSIE 8.0; Windows NT 5.1; Trident/4.0; .NET CLR 2.0.50727; .NET CLR 3.0.4506.2152; .NET CLR 3.5.30729; .NET4.0C; .NET4.0E)

Developer tools debugging error:

Highlighted: b.ontimeout=g

Error: Object doesn't support this property or method sposuitenav.js?rev=9NrN%2FQjr08jHbbFVnfXv6A%3D%3D, line 1 character 1143

Work around:

 For some reason, if you run the debugger, and then "Continue" after the error, the navigation will load fine with no errors on the page. It will continue to work fine until the user clears their cookies manually. 

Most of our users do NOT get this error, but we only have a small pilot group so far and this is a show stopper since we need to roll out to 5000 users eventually.
