upgrade to Sharepoint 2013 from sharepoint 2010 on a different machine

Hello,

We have 'SharePoint 2010 Standard' (installed one of our physical machine) though the management would like to utilize Windows Azure SharePoint 2013. I have subscribe Azure trial account and found that deploying SharePoint in Azure is easy and reasonably fast, though I am not really sure how we migrate the current SharePoint Server (Windows 2008 R2) to Azure SharePoint 2013. 

Here, I assumed a possible way for the migration though I haven't tried yet. 

1. Create a VM on Azure
2. Create VPN (Site to Site)
3. Promote the server in Azure to DC/RODC
4. Create & setup WFEs, APPs DB servers in a new farm (not sure, multiple farms can be configured in a single forest)
5. Copy Content Database to the new farm

I have been searching over the internet regarding to the migration above though still no luck. 

I would be really appreciated any comments, recommendations and suggestions.
