RBS Multiple Content Databases

I followed the instructions on the Technet article to get RBS installed on additional content databases but it doens't seem to work. The log file says that it has been successfully installed yet there are no RBS tables. Any ideas?
I am using SharePoint Server 2013 with the latest March PU. I am also using SQL Server 2012 SP1. The initial content database is working as expected.
