Installed KB2687442 on SharePoint services 3.0 SP3. All options for uploading documents, changing views, changing permissions etc.. are missing for all users, including those with full control permissions on all pages. For example the New, Upload, Actions, Settings options are gone from all pages. As are the Modify this view and Create view options in the View dropdown menu. After the update was installed I was presented with this error when trying to access the company intranet: Cannot connect to the configuration database. A server reboot allowed access to the company intranet but now no one can add/remove documents etc..
