How to create a custom list issue tracker

Hi guys,

            I want to create a custom issue tracker, where i could allocate a task to user and wanna see every update he/she makes in that issue. I have created a custom list to create a issue with assignee and task status and percentage. The problem is i wanna to update the task by every end user. And each and every update should be shown in tree structure for each and every task. How to create a update tree structure. And i wanna specify some user rights for single task, like if an administrator opens that task, they would have more options than a Human Resource team member. And i wanna send a email notification to each and every assignee whenever a task has been allocated to them. I could do that with sharepoint designer, how to set watchers for that ?

Help me guys, how to do all this. I have been trying to do this for a week. But i couldn't get a idea for update process.
