Add a Page missing from settings on main on team site

I have a Local Sharepoint 2013 installation Which isnt part of a farm and is setup as a Team Site. Users and Admins do not see the "Add a Page" option from the settings icon on the Site, Library or Tasks. The option is available on a newly created subsite though. How can I enable add a page to the entire site?
