Web Application Didn't get created on all servers automatically

I have a SharePoint 2013 farm with one application server and 2 web servers.  I created a new web application but it was only created on the app server and one of the web servers.  It didn't get created automatically on the other web server.  I don't see any error or indications that anything went wrong.

What can I do here?
