How to give permissions to edit other users' profiles in SharePoint 2007

Hi,

Is it possible to assign users permissions so that they can edit other users' profiles?

I've found the following webpages which suggests they can, but assigning the "Manage User Profiles" permission in the SSP doesn't work for me:

In 2010 it seems you can do this by just editing the "assistant" property but again this doesn't seem to work in 2007

Anyone any further clues? Have you managed to do this in your environment?
