Subsite Creation Error for non Site Collection Admins

Hi everyone,

I'm having an issue with allowing other users outside of "Site Collection Admins" to create new sub-sites. I've even gone as far as to assign these users "Full Control" permissions as a test at every level of the Site Collection, and they still receive a "Sorry, you do not have access" error after hitting the "Create" button. 

My preferred site hierarchy is as follows:

1. SP Site Collection Home - User has read permissions

    2. Subsite A - User has Read permissions

        3. Subsite B - User has Contribute permissions

             4. Subsite C - User has Full Control permissions to create additional subsites below this site.

Any ideas what would be causing this behavior?
