Cannot find "Intended Use" tab in term store management tool (SharePoint Online Version)

I'm using a SharePoint online for our company SharePoint 2013 evaluation. And one of our case is to use multiple levels of quick launch(Current Navigation). Here're what I have done:

1. Activate the 2 publishing related features in site collection level & site level;

2. Go to Site Settings->Navigation, and choose managed navigation for both global navigation & current navigation, create a term Set;

3. Go to Term Store Management, and go to the term set I just created, but didn't find the "Intended Use" tab as described in article below so I can move forward.
