I have a SharePoint 2013 Online site in a shared environment.
the site collection has sharePoint Server Publishing, as well as standard and enterprise features enabled.
some sub sites have already begun work, and turned on publishing and the associated features.
At the subsite level, I can apply a masterpage.
however, at the top level site, the masterpages link is missin gunder Look and Feel.
We can't find any other way to apply the masterpage at the top level.
Can anyone help me understand why?
