Error while creating a list or document library

I'm having some trouble with SharePoint 2007 Intranet, when trying to create a new document library, the following error occurs

Object reference not set to an instance of an object.   at ASP._layouts_new_aspx.OnLoad(EventArgs e) in c:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\TEMPLATE\LAYOUTS\new.aspx:line 23
   at System.Web.UI.Control.LoadRecursive()
   at System.Web.UI.Page.ProcessRequestMain(Boolean includeStagesBeforeAsyncPoint, Boolean includeStagesAfterAsyncPoint)

In the address bar there is no querystring visible, where there should be. Anyone that could help? I am using IE 8 browser. Thanks
