Placement of Distributed Caching Server

For the SharePoint 2013 Medium FARMS - it is recommended that the Distributed Caching Service should be setup on a dedicated server -

Which tier the DC server would be in -

I see that the Server where DC is running is placed in Tier where the Application servers are -

Can someone confirm on this -

Are there any scenarios where end users request would be directed to this sever? Or will it be only Web Servers talking to the Caching servers?
