SharePoint 2013 RSS Feed on Site Home Page Issue

I have a SharePoint 2013 installation that is a tenant collection only (no outward facing parts or external access) set up for publishing.  There are approximately 5 sites within the site collection, each of which has a few web parts (libraries, lists, folders, etc.) The social networking features are turned off.

RSS is enabled for the collection.  However, if the RSS is enabled for a site's home page, the RSS feed points at the "Site Pages" page, and not the site's home page.  Changes to the newsfeed on the site's home page, for example, do not show up in the RSS feed because it is pointed at the "Site Pages" page.  RSS feeds enabled for individual libraies, lists and calendars work as expected.

I suspect this is a configuration issue, although I thought it was working previously.  This is a fairly new deployment, so there hasn't been a lot of use yet.

Any ideas or suggestions as to where I might look?  I have been through every possible part of the site administration and site collection settings without success.
