Managed Metadata Service application

I was configuring Managed Metadata service on my test server and completed all the steps like starting the service and configuring an instance..When I went to the manage service page I am getting this error

The Managed Metadata Service or Connection is currently not available. The Application Pool or Managed Metadata Web Service may not have been started. Please Contact your Administrator.

I checked the logs and saw some exception like below..All point out at access denied ..So i went and gave the service pool account admin rights to the store still not working..I also used the farm account which has access to everything to run the metadata service still I am getting the same error..not sure what's going on.

Also this service works in a regular site but not the Central Admin..Is it not suppose dto wrok over there or something else needs to be done??
