Access is denied to the Secure Store Service using Forms-Based User account.

I am getting a"Access is denied to the Secure Store Service." when using aforms-based user. Its working correctly when I am usinga AD account. Also when selecting the users to have access to the Secure Store Service in the "Forms-Based" option I do not see any accounts available for me to pick. If anyone has encountered this issue and now how to fix it would be great.
