SharePoint Server 2019 - Is there any security concern to be careful around "Sync" option in SharePoint Document library?

In my SharePoint Server 2019 farm, I do not have "OneDrive for Business" setup as well as we have different authentication method, and I have two questions around it:

1. Is that mandatory to have "OneDrive for Business" setup configured in SharePoint Server to "Sync" documents ? I suppose no, but still confirmation would help as I could see that OneDrive client access "OneDrive for Business URL of SP Server 2019" internally.
2. My another question is, Is there any security related/other concern around Syncing documents in PC, if downloading documents action is fine to have? Does it provide any extra access to user ? Which permission hides "Sync" option?

My objective is that "Sync" button should not trigger any other action/change on SharePoint Site Collection when user sync documents to PC, I suppose it would not, however confirmation would really help to be careful.
