HTTP Error 503. The service is unavailable Error when accessing SP2013 Site

I have created a new service account on a stand-alone SP 2013 VM. I created a web application using the new SA I created, and attached a site collection to the web application. When I attempt to open the site I receive the 503 error and the associated application pool is stopped. I have performed the following troubleshooting steps:

1) Configured the new SA in CA, associated it with the WA application pool

2)Under MMC gave the SA "log on a batch job"

3) In IIS reselected the application pool SA account and re-added the password

This error appears in the event viewer:

The identity of application pool is invalid. The user name or password that is specified for the identity may be incorrect, or the user may not have batch logon rights. If the identity is not corrected, the application pool will be disabled when the application pool receives its first request.  If batch logon rights are causing the problem, the identity in the IIS configuration store must be changed after rights have been granted before Windows Process Activation Service (WAS) can retry the logon. If the identity remains invalid after the first request for the application pool is processed, the application pool will be disabled. The data field contains the error number.

Nothing has worked. I would greatly appreciate any help or insight into this issue.
