SP 2016 - How Do You Add a Link to a File Location

Hello Community!

I'm working in SP 2016 and I have a user who wants to add a link to a file location to the quick links.  This works in SP 2013 but in SP 2016 a team page is returned instead. To get the file to open you have to right click the link and select "Open in New Tab".

Has anyone else seen this issue and do you know how to fix it?  If so please provide guidance and examples.
