SP 2013 - Grant User Permission to Modify Promoted Results Set at Farm Level

Hello Community!

I am working in SP 2013 and I have a non-Admin user who has been tasked to manage Promoted Results.  The Promoted Results are set at the Farm level, and he cannot have Admin rights to the Farm, but he does need Admin rights to the Promoted Results in the Search Service Application.  What's the most secure way to grant this kind of access?
