User's emails not populating, but show as syncing correctly

Hello,

I have Sharepoint 2013 running at my organization, one App server, one FE. I set the User Profile Service up seeming eons ago and it's mostly worked without any tweaking.

Over the last year though a few users have popped up where their email addresses are not showing up in the "manage user profiles" view under the "Manage Profile Service: User Profile Service", or in their MySites and as such when something in SharePoint needs to email them they receive no email. The number of users affected seems to be slowly increasing though I cannot find any pattern to the accounts (some are old some are new).

The weird part is if I open up the Forefront Identity Manager 2010 app I can pull up any of the affected users in the "metaverse search" and under the "mail" field their email will be correctly populated, so it is getting pulled in from Active Directory.

Some notes on this- I checked the properties mappings, our "work email" field is set to pull from the "mail" field in AD not the proxyaddress field which i've read is the default. In fact I cannot even switch it to proxyaddress to test this, it's just not an option when setting up the connector.

I read on a few sites that stopping the service and deleting the cache can help resolve issues, but I haven't been able to find anything about how specifically to do this.

edit- Oh also this is in live production so please let me know when suggesting steps if they could cause outages and should be completed after hours.
