SharePoint 2013 On premise -Web part Drag & Drop and Open With explorer working with Internet Explorer 10 and not Internet Explorer 11

Hi,

We are having SharePoint 2013 On-premise environment. The sites in our environment had below issues with Internet Explorer 11 [Same works with Internet Explorer 10]. Like to understand is it issue with

1. Add-ins at client browser end related to IE 11

or

2. Lack of required SharePoint service packs

or

3. Lack of required configuration at server end.

If anyone had faced same issue and resolved same please let us know your comments

1. Drag & Drop behavior is not working for web parts in web part zone
2. Open With File Explorer in Document Library is disabled though user has required permissions
