Sharepoint 2013 Allowing Sub Sites to inherit permissions with out granting huges rights

I am wanting my staff to be able to create a subsite for their classes.

With the typical "edit" permissions staff have been given, they only get the choice to set unique permissions, which adds a level of complexity which I don't want to subject them to, let alone creating hundreds of permission groups.

If I create the subsite, as administrator, I get to choose either "Inherit from parent" or"create unique permissions"

When other staff create a sub site they only get the "create unique permissions" option. Inherit from parent is greyed out. 

I have found that under Site settings\site and work spaces\site creation permissions I can edit the permission level and that if I tick "Manage Web-site" it will allow staff with "Edit" rights to create the the sub-site and to inherit permissions from the parent site.  The problem is that "Manage Web-site" also provides a whole heap of rights including deleting the parent site levels and change permissions which I don't want to allow.

So in summary, I want staff to be able to create a sub site  and inherit rights from parent with out granting them Full admin rights to the whole site.  Cheers in advance   John
