SharePoint 2013 - Does a farm backup include everything for full recovery?

Hi,

SharePoint 2013 - Does a farm backup include everything for full recovery?  Or does there need to be site and content backups etc also?

I'm running

Backup-SPFarm -Directory \\SharePointServer\backups -BackupMethod full
