I have one user in a site owner group who is unable to access the site permissions page on the site. Other users in the group are able to access the site permissions except for this one users. The user can access the site and can even edit the Owner Group itself but cannot access site permissions through the site settings. She is presented with the "Sorry you don't have access" screen each time. I have even added her separately to the site with Full Control access but she is still unable to access the site permissions.
