SharePoint 2013 - Blocked File Types

I understand that file types can be blocked at web application level in central admin, regarding this feature, I have following 2 questions.

1. Can we restrict file types at the site collection and subsite and list level?

2. When a user attempts to upload a file, an error message is " it is blocked by administrator", can we customize this error/page?
