Permissions quandary - want a user who can contribute to lists, but not view unpublished documents

Dear All,

I have a business need (related to Project Server but this seems exclusively a SharePoint issue):

A certain member of a project team has a special role in which they should be contributing to a project, but shouldnot be able to view documents until they are published.

In order for them to contribute (manage issues and risks assigned to them), they would need permissions to edit items in lists and libraries.

However with this permission granted, there seems to be no way to prevent them from seeing unpublished versions of documents unless I turn on Approvals (which would allow me to set draft visibility only to the approver).

Am I correct in my synopsis of this situation?  Is there any other way to allow site contributors to not see draft versions of documents without activating the Approvals feature?
