BDC Metadata Store unavailable

Hi,

I have a SharePoint Foundation 2013 configured with BDC. I am trying to configure BDC using SharePoint Designer 2013. When I open the site in SD and selectExternal Content Types I get the following error: "The Business Data Connectivity Metadata Store is currently unavailable". If I click onNew - External Content Type, I get an error with the following error details: "The remote server returned an error: (401) Unauthorized."

I found some suggestions online for getting this error fixed, but nothing so far has worked.
