update march failed

I installed march update for SP 2013 server and after 30 minutes it failed and now whole sharepoint not working.

I tried to run product technology but throw below error and stop world wide web publishing service.

failed to initiate the upgrade sequence

An exception of type Microsoft.SharePoint.Upgrade.SPUpgradeException was thrown.  Additional exception information: Exception of type 'Microsoft.SharePoint.Upgrade.SPUpgradeException' was thrown.
