Hi, I have created a new web application in the development server, where central admin is running. After I created a new web application, the central admin is not working. I am keep getting the 404 error, and I keep on trouble shooting it using various, things...Like, changed web.config files under 15 hive, by setting "mode='Off'", and checked security settings by right clicking on the IIS app pool and everything is good.

I am still getting the same error stated below.

"Unknown SQL Exception 10061 occurred. Additional error information from SQL Server is included below.A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.)"
