Access Requests not sending e-mails to site owner

Hello,

I m having an small issue with SharePoint 2013 using Windows 2008 R2 Server and Mssql 2012, what is regarding to Access requests to sites, where upon an access request the person who is assigned to control the access (going to Site Settings> Site Permissions> Access request settings, filling the e-mail address placing an v on the enable box). Me and my team have tested this and is an really odd issue, what happens is the follow:

Some one requests access to some site, he fills up the request details and press send, after this the SharePoint site have the access request (under Site Settings > Access requests and invitations) but no e-mail is set to the person we add the e-mail in the settings, this person is site collection administrator.

The weirdest part is if we refuse the access the person who made the request (under Site Settings > Access requests and invitations) will get an e-mail saying that the access to the site was refused. This anyone experienced or is having anything alike?
