EXECUTE permission was denied on the object 'proc_putObjectTVP', database 'SharePoint_Config'

I installed SharePoint for the first time, Used the Microsoft guide "Install SharePoint 2013 on a single server with SQL Server" but with a dedicated SQL server

Win 2012 with MS SQL 2012 and Win 2012 with SharePoint server 2013

In the SharePoint Products Configuration Wizard I used sp_farm domain user for the farm account
In the Farm Configuration Wizard I used sp_serviceapps domain user for the services account

after the installation every time I restart the server I get the error:

The EXECUTE permission was denied on the object 'proc_putObjectTVP', database 'SharePoint_Config', schema 'dbo'.

Then I tried to add  sp_serviceapps to SharePoint_Config > Database Roles > SPDataAccess but then and the error was replaced by another error:

Also if go to Central Administration > Manage service applications > User Profile Service Application Line > Peremissions bouth sp_farm and sp_serviceapps are listed, is this normal?
