Error when configuring IRM on Sharepoint

Setup I have RMS and Sharepoint 2013 on the same server. (Windows Server 2012 R2 using SQL Server 2012)

I'm getting the following error on SharePoint when I try to enable IRM

The required Active Directory Rights Management Service Client (MSIPC.DLL) is present but could not be configured properly.  IRM will not work until the client is configured properly.

Information Rights Management (IRM): There was a problem while creating the generic issuance license template.

All issuance licenses for protected documents are constructed from a generic, base issuance license template.

Event ID 5823

Information Rights Management (IRM): There was a problem while getting the license template issuer list after connecting to the Online RMS server instance. Error value: 0x80040214.

I'm able to access both 

http://<rms server>/_wmcs/licensing/license.asmx

http://<rms server>/_wmcs/certification/certification.asmx

I have addever all the managed server account for sharepoint to the ServerCertification.asmx

I'm not sure what I'm doing wrong can anyone help me out?
