Cannot bind Sharepoint 2013 to Office Web Apps 2013 using HTTPS (HTTP works)

I have 2 Server 2008 R2 SP1 servers, 1 with Sharepoint 2013 and one with Office Web Apps 2013. I went through the technet instructions for setting up everything on both servers, but I cannot get it to work with HTTPS. I created the farm using the internal URL of http://office2013 and used the New-SPWOPIBinding with -allowhttp and it worked fine. I was able to log into sharepoint and create new word files in the browser.

I wanted to switch it over to HTTPS for security issues, so I created a Self-Signed Certificate on my web app server. I then created a new farm as before but used https://office2013 as the internal and https://ofice2013.domain.net as the external, also including the certificateName field. The farm creation was successful. When I tried running New-SPWOPIBinding I got the error "WARNING: The server did not respond." I tried the command with both office2013 and office2013.domain.net, both gave the same error. I figured it may have been a certificate error, so I created a certificate using Create Domain Certificate... in IIS7 on the office2013 server. I tried creating a certificate for both office2013 and office2013.domain.net and created a new farm each time. I have had no luck. Does anyone know why I am getting this error or can provide anything else to try?
