Can someone help me understand the Community Portal?

I have set up about 6 or 7 community sites, and I use the promoted sites feature to display certain sites automatically for every user depending on their audience membership. I figure instead of promoting each community site to their sites menu, I would just use the community portal

Except I don't understand how it works.

It seems to show different set of community sites for every user. some don't even have any sites. I've shared the sites with all the users appropriately. I've noticed sometimes if they join it will then show up, but then whats the point of the portal if it isn't delivering sites they may be interested in?
