I have a single server Sharepoint 2013 install but my news feed has not been working. it shows the web part on the pages where it is supposed to but reads "This feature is disabled. Ask your system administrator to enable this feature."

"SharePoint returned the following error: A required SharePoint feature is not enabled. Internal type name: Microsoft.Office.Server.Microfeed.MicrofeedException. Internal error code: 46. Contact your system administrator for help in resolving this problem."
I have been looking through the site features and the site feed feature shows as active, I deactivated and reactivated it without an error but the web part still shows the same, does anyone have suggestions?
